if i am 6'1" would a 18 frame be too small according to this chart?

I am 5'9 and 16" frames fit me fine, my 6'2 friend has ridden my bikes and although a little cramped he can still ride them so 18" would be fine I reckon. Should pop into a local bike store and test one out first though.

I am 5'11 and I have a 19inch frame, I have ridden a 21inch frame and that suits me fine too. I think an 18inch would be too small for you.

6'1, 18" frame. Fits perfectly, althought I do have a Thomson set-back seat post.
It's not the size of the frame that causes problems for people, it's the length of the top tube. Bike geometry varies so you have to test out a few to decide what fits you best and is most comfortable.

that's a short top tube on that bike (~20" on the 18" frame). At 6'1" you'd probably want 22-23" top tube. You can adjust a bit with stem length and rise but 2" extra reach is probably too much.
I wouldn't recommend a layback seatpost.
As some others said, you need to look at the TT length more than the frame size. For instance, I've got a 16" frame with a 22.5" top tube.

i have a 24" frame, still a little small.
had to get a new seat and bigger bars.
