Looks like the camera Depth of Field was turned on for that render of the footage. Looks like it was created with Trapcode Form plugin. If that's in the footage, then no, it is what it is.

Your other option is to purchase Trapcode From for After Effects and create your own. It's not a steep learning curve if you already know AE, but it will cut into your budget. Sorry.- Form, not "From"harlequino

its probably transparent background so just add a blue solid

Yeah, the new Particular does support DOF, but I didn't see if it's in the plugin only or if you can use a comp camera as well. I would think the latter given how Form does it. There are some demos on the Trapcode site.
