better question: if you put an airplane on a treadmill, and accelerate the treadmill backwards against the plane at the same rate that the propeller is moving it forward, will it take off?

the correct answer is: the treadmill cannot slow down the plane, unless the friction it exerts on the wheels is great enough. the wheels will simply spin twice as fast and the plane will move the same distance forward as it would have on solid ground and take off when it normally would.

The best way to illustrate your question, is to view the laser coming out of Greenwich Observatory. As light doesn't bend, you can clearly see the distance between ground and laser increase, and I'm sure I can't even see for 14 miles, let alone 140.
To answer to your question, no, you couldn't stab someone, as your knife/sword thingy would probably be half a mile in the air, rough calculation

You can see the horizon line at approx 6 kilometers on open sea. Thats roughly 4 miles.
