Looping Slideshow/Commercial

Ok, I don't know if that's the right term. But anyway:
I am creating a slideshow/commercial that plays between every lecture during a conference. So essentially right after a lecturer is done, then this plays during the 10-15 minute down time between that and the next lecture. Ideally the video would be about 7.5 minutes and then start over again. I would also like it be a one click process for starting the show.
Last year I did it in PPT. Mostly because I didn't have time to think of how to get it done... it just needed to get done.
Now my question is this year, because I want to have more control over the animation and control over putting videos in the presentation.
Is Flash a good option? I think I like flash because I could then package it as an .exe and then all of the files are right there.
Or should I try After Effects? Or is there another option that would work?

if you know after effects i think it would be better suited for your needs, but if you don't know the software it might be difficult to jump in to... at least thats how I would do it.

When I finish it in AE, how do I package and deliver it then? Would it just be a movie that has to loop?

I've done this sort of thing using Flash for several years - usually use commands tied to keys to control the pauses, etc.
