CRM Database Project

This could turn into a job if someone is able to program something like what my company is looking for.
We are looking for a CRM database that will help our company track our marketing efforts and manage our sales team with their follow up.
Some examples of software that we like are ACT! and score.com
What we would like the database to do:
Contain Contact Information
Track contact history (calls, emails, contracts, etc.)
Track E-Marketing campaigns (Sent emails, who read the emails, who clicked the email, etc)There would need to be several levels of the database (Management, Marketing Team and Sales)
This way the Management can over see what everyone has or is doing.
Marketing can create and manage e-marketing campaigns
Sales can contact and follow up with the marketing campaigns.
If you know of software that is out there or you think that you can create a database like this please let me know.

- vTiger does have a plugin for MS-Office, as well as Outlook. There are some windows-only apps, but very admin-intensive

SugarCRM is interesting, as is vTiger. I've been looking at both of them for a project for some time and I'm leaning towards vTiger, as it loads faster, seems to be very documented.... I'm a programmer, and in the past I would do this myself from scratch when feature needs demanded and budgets allowed, but CRM isn't something you'd like to re-invent... changing the look/feel may be good though.
- Does vTiger allow you to track emails? (Views, clicks) that sorta info?hubb7designs
