it's quite a successful execution. I think that 90's look will help others take this phone company seriously.
I think the menu on the left is a bit too long, you should find some way to organize it, to keep up with modern usability design. Something like this

i'm going with garbage. i'd like to suggest you grab a book from Taschen that focuses on amazing website designs and try to recreate what you see. i look at your portfolio, you're def growing, but i think you need an injection of style and taste that can only be "learned" from looking at what the masters are doing.

It all depends on what kind of reaction you want to induce from the user with the style. You shouldn't just choose to make something look good without a good reason. That's not how design works.

This looks like it is straight out of the early 90's, honestly. Instead of being a jerk, I'll give you some real advice as you seem like a nice guy.
First of all remove all those black boxes around all your content areas, go with something more subtle and lighter to break things up and keep your grid. Second change the font on those top tabs, and give them more padding...they shouldn't be butting up against the top or sides. Third, remove that pointless bottom navigation box and combine it with the main site content area. You should also remove that background and go with a solid color or something more subtle. The header area is also way too big, this is the most important real estate on your site. I would remove that whole top graphic and make the logo way smaller. Here is a rough idea of some of the changes I was talking about..... good luck

getting better. remove EVERY bevel/emboss and EVERY inner shadow. replace with subtle backgrounds or light, thin strokes.
