Thing about Vancouver and Victoria is that they are the only major cities in Canada that don't get covered in snow during the winter. Which means all the homeless and crazies end up here on the streets. You don't see homeless people in Edmonton when it's minus 40C. When I first moved here Hastings scared the living shit out of me. Now I barley notice the junkies at all.- you see 'em in Calgary... not to the level of Vancouver, but there IS a wintertime population of homeless.monNom

Agreed there is a winter time population in Calgary (lived there for 6 years) but they don't sleep on the streets in the winter time. They usually just hover around the shelters. Friends keep telling me that the homeless situation in the prairies is getting progressively worse.

Downtown east side happens to have A) an international port bringing in a metric tonne of cheap heroin etc. B) a dense concentration of all the social services that support the homeless. Try finding some smack and a soup kitchen in rural areas.

It never will change. There will ALWAYS be homeless people regardless of who's in government and how the economy is doing. It's just a simple byproduct of industrial modern life.
