If you've got XP Pro you can just install IIS. Control Panel, Add Remove Windows components.

in terms of a development environment download the free visual web developer express and get a free lite version of sql server in there too!

asp is for ASP, aspx is .net

i'm no expert (far from it..only work with asp/net when really really pushed) but as far as i know major difference is asp pages have to have dynamic code placed in the html exactly where output will be. ASPX can use tags to place output.
probably much more to it, but thats all i know...

has a built in asp server and full free trial, used it last year for quick testing only when stuck without a server, was fine.... didn't use it enough to recommend but it did what i wanted with ease with trial version.
