that symbol is actually created on a mac and then imported onto the PC. that's why you don't see it often.

Alt+ codes do not work if you're on a laptop, I think. Go to charmap.

Single Guillemets are extremely rare aren't they? I've only heard of them as alternatives in French and Turkish where both double and singles are known as Tırnak İşareti ('fingernail mark').
