I've looked into this extensively. There are services out there that claim to use algorithms to create the image, but it's mostly bullshit. The majority of these are created by just tiling a shitload of images and using a combination of filters to get the desired result.
I think the best way to do it would be manually, assigning each photo a color and brightness value (that's how it was originally done). Otherwise, waste your money on software/service.
