What program to make a print template in?

I designed a badge for this client and they want to be able to put in each employee's photo and change the names so they don't have to send everything to me. They don't have Indesign or Illustrator or anything that would make this easy for me. Is there a painless way to do this in Word or Powerpoint? Does anyone have experience doing this?

just give them a .psd and tell them to download GIMP (freeware version of photoshop)

That sounds pretty ridiculous
You should charge them a pretty penny and not be so concerned about it being painless (for them) due to the fact that they're trying to take cash out of your pocket.
That being said you can do a word template whereby if they click on the placeholder image box, it'll prompt the user to insert a photo of their own, for example. Better tell them it's going to look like shit if you don't handle it, though. You get what you pay for, after all.
