The problem here is that none of these 'concepts' has any tangible message whatsoever. As posters they seem entirely pointless and ultimately baffling. None of them really say anything about how Toronto is 'culturally optimistic', none of them add any value to whatever it is Toronto would like to be seen as.
That is the issue that needs addressing before you even begin to look at what style of photo or illustration or composition will work well.
