My superiors really want an electronic version of their magazine that isn't a PDF. They want it to be interactive (page flipping, etc.)
One of our sister organizations is using a company called Virtual Marketing Partners:

We would like something like that, but we need to own the software as there will probably be many changes and we can't pay every time we make a change.
Do you people use any software similar to this? What would you recommend?

You can do it in flash and purchase a template for it.

Why don't you pay a freelancer to do it, rather than some company, and then make turning over the FLA(s) part of the deal. Then you can update when you do have time.
- Again, valid point, but unfortunately it's like fighting an uphill battle with my bosses to try to have them do it. Plus, inevitablly it would be a friend of a friend who kinda knows flash and then it would turn into a bigger ordeal than this already is.jpaw61

Well, if you're going to have to do it, I'd find out how much it would cost and how long it would take, double both figures and then tell your superiors that. And you get double score - budget for more lunches out of the office and long days when you can sit around on post shit on QBN.

Page flip is pretty good and smooth.
If you go down that route, each page that needs updated will need to be reartworked and exported out as a jpeg then replace the original.
There are companies that have online tools for pageflip malarky.
Your bosses sound a lot like clients "we want something great - but we are not going to pay to get it - cant you just click some buttons and just make it happen?"
