Define 'change'? Flipping it 180 degrees could technically constitute 100% change, based on pixellage, but I suspect that'd not be reason enough to claim ownership.

Its 100%.
Any less and there will always be an element of 'your' image that is 100% somebody else's image. Otherwise its a game of proportion isn't it, you could just add 100x more stuff around an original image and claim its yours.

I produced a piece that contained every possible 16-bit RBGA value, therefore every image produced within the 16but rgba color space is entirely a rearrangement of my work, and I therefore demand over a trillion pounds from everybody.

Jist of it:
Found an image for a pitch. Used it, but cannot find a replacement that is better. Image came from Flickr and nothing on any pay site is available that captures what we are going for. We have flipped it 180degrees, put a blur on over 50% of it, and changed one surface of the building from stone to glass.
