anyway to set a rule below in indesign and not have it cut through a descender?

Use a stroke on the text. Won't work all the time depending on background... can be wonky, but I've found the rules in Indesign to be sometimes wonky. Just wait until you have to outline the text and your rules and bullets disappear. That's just awesome. I still use them though, as I must at times for consistency and fluidity in multipage layouts.

yeah I just stroked it even though I didn't intend on it and looks kind of funny on the background.
and yes outlining tends to screw up a lot of things. I find that exporting as an .eps (prior to outlining) and outlining in illy solves 90% of my problems
