Outlook 2007 and bulleted lists

I was building a HTML email for a client and I noticed that bulleted lists don't work for Outlook 2007 (amongst a plethora of other things but the lists are my concern right now).
I've read a couple of work arounds that don't seem to be working for me. Does anyone have an idea of how to make css lists work?

I don't think list-style-type, list-style-image, and list-style-position are supported in Outlook. May be causing an issue for ya.

I checked out the campaign monitor posts regarding this specific issue and tried to follow their instructions resulting in the code near the top of the email:

Treat outlook like the fucking shitty html renderer that it is.
Tables, tables, tables
build a table however many rows with two columns. Put your bullets in one column and your text in another. Any other way will just give you a migraine.

Yeah, that is the way I've dealt with it so far.
The client is complaining about having an "easily editable template" and that the tables versions is "too complicated" for their staff to work with.
Argh fuck kill.
