Why does the copy(when i do cmd+c,cmd+v) dont fall in to the same place? is it just a bug?
becouse some times it does.

it does this, I find if you are copying a selection and keep the selection when you paste, it works

its the kind of obvious thing that you only realise after your fifth straight year of using PS every day ;P

hmm it still jumps when the selection is there, but its strange that it only jumps of sometimes

Mm, there's no equivalent to Illustrator's ctrl+f or Flash's Paste in place in Photoshop, is there? I don't think I've ever used the 'Paste Into' command either - I'm struggling to even think of a useful purpose for it.

the paste-in coordinates are influenced by the way your ducument view is set. there is a major tendence to the middle of the document, but when you zoom in and scroll to one side it would paste within the middle of your current view instead. wich explains why it appears to behave different. yes, it is inaccurate any time :-/
so in case it is important within a process: don't change the view until it's done.

I always select and right click, create new layer by copy. always stays on the same place that way

yeah, even using the hand tool to push the canvas over will offset the paste location
so weird that every other Adobe has the paste into place (paste in front/back) except for Photoshop
