PS might not actually be the best end solution.
This isn't really my field, but I have heard other program names mooted when it comes to computer-base drawing and finishing.
PainterX
Manga Studio 3
Open CanvasI have these name hand, as I've had them on a post it on my desk for a month or so, with the intention of looking into them at some point - I don't actually know very much about them.

I have done a decent amount coloring of pencil and ink drawings, and potatoshop with a wacom tablet has always been my bread and butter.
You can get some more paintery blending methods with painter, and ive heard good things about Open Canvas. But for my money and experience, a handful of good brushes in the pchop and the tablet is just fine.
A lot of it really just depends on what programs you are comfortable in, but if you are gonna be doing a lot of inking/coloring, a wacom tablet might be your most valuable tool.

Use photoshop. It's industry standard if you choose digital.
