we're looking to find a web developer that can work on various small html/css projects and integrate a simple CMS.
we work with another web co but for small sites they are a little uneconomical.
if you're the right person can you email me with an indication of what you would charge for a html site with 3 templates and a cms. (cms can be open source - just needs to be simple.)

If you're asking for an "HTML" developer then you should be very cautious. It's obvious you don't know what you need. So when you find an expert willing to work for you on this DO NOT QUESTION their decisions. You may think it's a "simple CMS" or that it's only "3 templates" but you must keep in mind that you don't actually know how any of that stuff works.
In certain cases this may also prevent you from designing a site to begin with; if you don't know how this technology works, how on earth are you qualified to dictate its function? (If you've done several books remember how your first books looked/felt when they came back from the press. You had to learn more about the printing process to get it right, didn't you?) This might actually drive up the cost of production as someone who does know how to build web interfaces must untangle your dictation into something that actually functions.

Depending on your specific requirements I'd suggest you use either Drupal, Textpattern or Indexhibit for your CMS. Before any quote can be given, you'd really need to provide more information about your site requirements.
