You say "glittery", but you mean "sweaty". Anyhow, not all have this effect, however, to gain this effect, as one idea, would to use a very hard light, like a 1K spot (for the face), in addition to your softer ambient lighting (for everything else).

The second Flickr link that MrWhite posted is probably the best. Most of the commentors explain how she achieves her lighting. It's pretty apparent if you've seen her work and studied it a little bit.
Two snoots placed behind-and-to-the-side the subject, symmetrical to the subject, and focused onto the subject. They give those nice sharp highlights around the edges of her subjects.
Two umbrellas placed in front-and-to-the-sides of the subject. Symmetrical to the subject, and focused onto the subject. They ensure an even lighting for either side of the body/face.
A ringflash and possible beauty dish combo (I've heard she uses both) in order to get a nice, gentle falloff of light on subject's faces.

You can think of it as a gradient of lighting, similar to a greyscale gradient. The snoots provide super sharp and bright highlights on the very edges. The Umbrellas are a little more diffused as you move towards the more visible sides, with less harsh, direct light. And finally the beauty dish gives a very soft, weak falloff light.That gives you the strange but beautiful sort of gradient and hyper-real effect of her photos.

Jill is always in high demand. She found a market for her lighting set up and just works that recipe. She is 1/2 the credit, Amy Dresser being the other half (does all the post processing). I appreciate Jill's work, but her lack of professionalism is uncalled for. As artists we all have the right of expression, there is a good way and bad way to do, Jill has choose the bad way. Of course, she admires the attention and it fits in her style. Regardless, she is a very good photographer and has shot some amazing portrait shots.
I still like Amy Dresser though ...
