is there something similar to the Illustrator scissor tool for cutting a path in flash?

just create a shape on one layer
then cut and past inplace on the shape u want to cut out

btw is it possible to scale the path and have its stroke scaled subsequently?

yes - if its a graphic or movie clip then it will do it
but it wont when ur actually editing the shape
