Is there any "rule" for type size acording with DIN paper size?

for large institutions such as the government an efficient font is required. one that is both legible but doesn't take up too much space in order to save printing costs.

about 7-11 words per line. so if your columns are narrow, unless you intent for an effects, use a smaller font than say for your headline.
