I've used blogger, but am guessing things have moved on since 5 years ago. I can do CSS etc... so what would be the best blog software to use?
I need to create a blog for http://www.surfaceview.co.uk rather shoehorning news into the site?

That is weird as i looked at that elliot one earlier... I basically want Georgia and horizontal lines, so the CSS should be quite simple... I gather I need to pay for at upgrade or something?

i'm not sure what you mean by pay for an upgrade?
that theme is essentially just the minimal amount of markup necessary to display everything wordpress spits out. you can add your own html and css to get the layout you want. it's just easier starting there than the default theme, as that one has tons of presentational cruft you need to strip.
just drop it in the themes directory and it will appear in the dashboard where you can enable it. then just mod the files at will.

ExpressionEngine. It has simple tags and is easy to implement. You can make your entire site dynamic if you want too. I started using it 2 days ago after never using a CMS before and already have it fully implemented on a clients site.

alrighty, my 2 cents.
i've used blogger, text pattern, wordpress and typepad and have to vote wordpress.
expression engine is awesome but a cms more than a blog solution. it's slightly overkill for just a blog but if you can get your head around it is a fantastic tool.
wordpress since 2.1 (or whatever) started becoming incredible in it's ease of use and editability. 2.5 up has made it a great cms also. there's a crapload of themes and editiing and expanding it through plugins (for free) is awesome.
theme wise - be careful of freebies. i've used a few themes across multiple clients and personal projects and have found that most free themes are not great and hard to expand past their original intent. as many of the best commercials themes are around US$100 - $200 they are more than affordable for commercial or personal projects.
