Frames Question

I built out a site and a lot of the elements use relative and absolute positioning. I then pass the completed site over to a developer who puts the site in a frame.
He says he needs to do this because SCORM will use a page he's calling in one of the frames to hold data.
Now when you resize the browser the scroll bars go behind the site. Anyone know how to fix this with out rebuilding the site?

use some other method for storing data. maybe flash and a local shared object?
using frames that way seems like a total hack.

Scorm? What's SCORM? Is that from G.I. Joe?

When storing objects in the past, I have serialized them and stored them into session variables. It involves a couple of extra steps, but at least you dont need a frame to do it.

A lot of this depends upon the LMS being used. If it's a shit system and requires use of a frame, you're likely screwed.
But, if that is the case it really should have been researched and identified way before development began. A lot of those systems have been slow to get on the CSS bandwagon but enough is enough already.
