What is the rate for coding a website? Should be HTML but would like the capability of switching out the static banners for flash banners.
Total number of pages will be around 8.

When you need dynamic content, ie content that is a response to user input, and/or where you want to store data - either content or user info, for retrieval and display upon your and the users decisions.
Whats the brief of what you need to do, and you'll get a more accurate answer of the costs involved :)

Well it all depends on how much content of what complexity is going to be on the pages, if a coder (such as, but for the purposes of this explaination, not a proposal by, myself) knew this then they could estimate the time needed. Smaller jobs quotable by the hour, or half days, usually quoted per day. Whats on your 8 pages, give us an idea. Im sure there are (see disclaimer relating to myself above) people that could accommodate your needs..

$700 is pretty low for coding a site, but an eight page project (the disclaimer is: with little complexity) is a smallish project in itself. if that is the extent of your budget, maybe look to students, young designers trying to build a portfolio, or friends (or friends of friends) that you may be able to barter services with?

well what do you need to be able to see - do you already have a merchant account to accept credit cards ? How many products do you need to be able to sell and how often do you need to change the products ?
$700 isn't out of the ball park for setting up something with a few items that a customer can chuck into a cart, pay for securely then have the orders mailed to you, there are a number of options from paypal buttons to something bespoke..

I cant afford the ecommerce so I am going to have it link to the parent company ecommerce site with a front page. I am just not sure what type of programming I need for the information I am storeing.

if you only have a few products, paypal can be setup pretty easily to sell items
