and i agree, i like it without the background images as well, but i've got no say on the design for this one :S

I think the anchors might be the answer, if not, your...
#subNavList li
has a padding top of 5px which might be adding to that top space. also, you are using display as block for that li - it's always good to define a height and width when you use display: block - then set you line-height to the same as your height and the text will auto center vertically. like this:
#subNavList li {
display: block:
width: 100px;
height: 30px;
line-height: 30px;
}

Try putting your anchors inside your <li> tags.

having an issue with the sub nav list in IE7, what's weird is that it works fine in IE6 (and obviously no problems in FF).
the background & bottom-border for the <li>'s don't seem to want to display properly. when i set a height to each <li> then it adds some ugly space at the top of each list. any ideas on how this can be remedied?
