  Is it alright charging a lump sum for a site? Say, 1000-5000, depending on project size? If it isn't, why? Just trying to understand here.

  quote a flat rate to get the job then when the spec changes (and you know it weill) charge a per hour rate for the additional work - its a bit like blackmail however other trades do it in this way.
