can anyone point me to some useful information on dot gain?
I have a black and white ad with photos in it. How do I use photoshop to accommodate for a newspaper's dot gain before I send the file?

I would talk to the people at the service bureau or the prepress people at the publication.

depends on the ink mix and stock. you can find a lot of technical information in the paper suppliers spec sheets.

can i apply a color profile in photoshop to simulate a 30% dot gain? will that be at least an approximation of what it will look like in the end?

Some publications have ink limit information that can be useful.
Talk to the pub - though, you may find some of them know absolutely nothing about which you ask. Just a heads up.

basically I know to expect a 30% dot gain on newsprint, so should I adjust my brightness and contrast to lighten the images?
i think yes.

oh yeah, for newsprint you have to lighten the images considerably more than for high-quality printing. Also, don't forget about the gray of the paper -- it's not true white.
