I really prefer working in places without art directors, its actually one of the questions I'll ask in an interview. What role do they play/etc.. If i'm not playing both roles, i'm generally not having fun.
Art directors generally come up with the concept, and use designers as their wrist. Bad creative directors do the same thing.

a big problem in the industry is that people try to find out what is required by a role and then expand or contract to fit those standards. makes for a lot of squandered talent IMHO

I don't know if it really makes a difference. Depends on the work environment. The only relationship I've really seen, regardless of the titles involved, is that some places have a severe distinction between creative and production and some don't.

art directors are funny...
agencies are booking me sometimes as an "art director" for photography projects... I prefer to say that I am doing art direction and not that I am an Art Director in this case...
We start to talk... blalabla good model, yes... bad make up, yes.. photographer is from spain, aha yes... blabla
me: you like veer fonts?
ad: what?me: I would suggest to put the logo in the middle and smaller
ad: WHY? the client likes it bigme: what do you think about the new saturday & untitled websit
ad: who?me: Alex Trochut?
ad: who?me: Dior Homme suit
ad: yes yes I bought it in grey & black...just an example... but its sad... they loose often their sense & interest... of course not everyone... but many

Haha, moamoa.
Totally depends on agency and client size as well. Some ADs at larger agencies, or with larger clients I should say, just because quality-control to make sure that everything designed fits an overly constrictive (and usually dated) style-guide.
Bad ADs and CDs have no idea what they're asking as far as tech, etc. Good ones roll up their sleeves and get their hands dirty, regardless of agency/studio size.
