This google search seems to have a lot of stuff. That link is one example. I could help you...but like theBlueOne says...it is going to cost you. To be honest, just do a little bit of research and you should be able to make this happen no problem.

if you want to and up with your data in Excel, you don't really need a database, you could also write the data to a textfile (.csv (comma seperated value)) which you can open in excel.

If you go the database route, all you need to do is output the data as an HTML table. Excel will have no issue reading that. I do it all the time so clients can pull the data themselves and have a choice of browser based HTML or direct to Excel viewing.

That sounds like a mailing list type application. All it would do is dump the data into a database. Mysql would probably be the easiest, as if I remember correctly phpMyAdmin can actually export the table as an excel spreadsheet.
