i don't know for sure. i think that's what's being implyed, though none of the Stormtroopers have Jangos voice (as the clone troopers did). But all the Stormtroopers did seem to have the same voice as each other, so maybe a new person was cloned?

The thing that I don't like about start wars is that in parts 1,2,3, the storm trooper equivalent fighting things are robots.
Fast forward to 4,5,6 and they are humans inside the armor outfits. When Han, Luke, and Leia put on the storm trooper suits, they obviously had to strip them off of some poor dudes.
I have many issues with the visual lineage of the prequels and the originals. If you want to have a long conversation about it, call me up.

Initially, the stormtroopers served as the army of the Galactic Empire, putting down revolts and establishing imperial authority.[1] After one such revolt on Kamino, Fett clones throughout the army were slowly replaced by non-clone recruits to reduce their susceptibility to manipulation. One of the few stormtrooper legions to remain "pure" (completely composed of Jango Fett clones) throughout the era of the Empire was the fictional 501st (also called "Vader's Fist").

when I was a kid I was member of the Official Star Wars fan club and I thought I remember reading (in the Bantha Tracks newsletter) a sample of a Stormtrooper recruitment form… it went on to describe how the job included travel and that you would get to vacation in remote parts of the galaxy. Wish I would have saved those things.

At some point I thought cloning machines / facilities were lost or destroyed. Another factor to using human recruits to fill out clone ranks. Plus recruiting is cheaper than cloning. The clones were just a means to create a secret and loyal army en mass.
As to the switch from robots fighting to clones/humans. The robots were the choice of the Trade Federation, not the Empire. A group with lots of money but initially with a business agenda, rather than a military one. Makes sense to make a force than train one.
