What's the best way to turn a flash movie into a DVD with no interactivity... the flash movie is just a timeline sequence.

I know the first step is probably to convert the flash as a quicktime mov... then what? Final Cut?

If you have the whole Final Cut studio suite and your clip is cut to the correct length (probably want fade ins/outs so the start and stop aren't so abrupt), you can just skip Final Cut and bring the quicktime directly into DVD studio Pro. Delete the blank menu in the graphical interface. Import your movie, drop it into the track. Mark the track as "First Play", then build and burn. This will automatically pay the clip as soon as the DVD is inserted and loaded into the player.

If your Flash movie has Actionscript, the easiest way to convert it to Quicktime will be to screen capture it (SnapzPro). From there, I would simply drop it in iMovie and then into DVD Studio Pro.
