Do you guys charge sales tax? I'm in Texas. Do I have to fill out paperwork in order to do this?

Sales tax is only for goods, not services. You do have to pay income tax, set aside 30% and you will be fine.

you only have to pay tax if your clients ask you to fill out a w9 or you are making an obscene amount of money freelancing

The amount to require paying taxes on freelance, is far from obscene. Last I heard it was in the $600 range.
