Ask them to give you a list of their competitors and a list of sites that they like. Ask them what they do and don't like about their existing site. Ask is they have any stats on the people that visit their site - this is so you can target a screen resolution first and foremost.

Before you discuss money, ask 'how badly do you want this site to suck ass?'
Then go in for the kill.

Do you want to print your site?
If so, draw a square on this piece of of paper, preferably in crayon, of how you would like the site to look when you print it. I will design your site around this piece of paper. Also, if you could provide the screen resolutions for 20 of your friends, wife's friends, and main clients, that would be great. That way, when they want to print the site out, it fits on their paper too.
