Does anyone design websites for 15 inch monitors anymore? Or is the standard 17 inch??

Depends on expected audience but generally 1024x768 these days.

moo its the resolution not the physical size.
you should design for whoever you see the target audience as.
if its a website for public consumption then designing to 1024 wide is fine as all new comps are well above that and hardly anyone will be on 800. be sure to design it so that important content isnt off the right side of the page though.if its an "internal" site for a company or company to company website then you may have to look at designing to 800 wide as they might be on old crap computers.

have shit centered for grandpa's 4:3 and overflow/resize for the 16:9 crowd. Not everyone has a widescreen ...
