photoshop pixel grid

i'm making my site in photoshop cs, my rulers are set to pixels, i wanna snap to pixel, cant see an option for that so i guess i have to snap to grid and set my grid to 1pixel width... BUT, when i do the grid doesnt align with my rulers - the pixel width of the grid is not the same as my rulers??????
anyone encountered this?
am i doing summink really stoopid?

Might not be the answer you're looking for but in CS1 if you just have general 'Snap to' selected then the edge pixel of any element can be snapped to with a guide and you just need to keep whacking guides about to snap-to the guides. Even as I typed that I knew it to be of no value at all, so apologies.

PS documents are a 'grid' of pixels anyway, you shouldn't need to snap to pixels unless you are using the vector shapes in which case set your grid to 5px increments or something useful rather than what is really a pointlessly low value for a grid. If you use the marquee tools rather than the vector tools to draw boxes. circles etc you will always hit pixels, such is the nature of the environment you are designing in.
I've seen funny things happen in PS with grids and guides and rulers before - eg, when I reset the zero point of my document to the intersection of two guides it zero's to a pixel off a lot of the time which is infuriating.

i need to be using vector tools as i'm doing several different versions with the same template but different colours, and its a pain to have to remake the marquees everytime.
i dont understand why the pixels are different sizes? isn't a pixel a pixel???

OMG! it's decided to fix itself, when i went to 5px it lined up with my rulers, then i went back to 1 and it seems fine. problem solved.!
