after effects? 3d program? any tutorials out there or advice to lead me in the right direction?

I don't know exactly about the software, but if you could find stock b&w footage of smoke billowing (cigarette-like), which is constrained horizontally (ie. just flows upwards, not outwards), you could mimic that effect.
You'd need to flip the video clip on its side then duplicate vertically three times - offsetting each's timeline so they don't play in sync. Then align the group to the left of the screen, so when they play, the smoke billows from left to centre. Then, copy the group and flip horizontally, so that you have another 4 horizontal streams on the right hand side. These would then need to play backwards, so that the smoke reverse-billows from centre to right. Beyond that, you'd need to play with some O shaped opacity mask in the centre, and have all the smoke videos set to Overlay, or Screen - or whatever layer options you have in video programs. You'd probably want a colour layer in there too.
That's how I'd try and do it - hope that all makes sense.

create your particles in particular using the add blending mode which will create the glows you require, then apply a distort function for example image distort then choose a circle you have made.
alternatively you could build some 'walls' within your particular effects window, using some masks you have drawn in new solid layers as the walls therefore restrciting the movement of the particles you have created. Hope this helps you.

yeah, i'm pretty sure that is done with some kind of 3d particle generator with various constraints applied.

there was an ae tut i saw recently that showed how to prudec effects like this by linking particle effects to a sound wave... you may not be looking for sounds but i would assume ae or nearly any program that had particle effects could create a file like that, ae does have some powerful filters but you would probably have to combine a few and edit some of the settings... trial and error i would assume

You could also contact NASA for use of their air flow and physics lab. They use water and inject flourescent dye's into the water flow to see how aerodynamics plays a roll.
Might be more money to film their labs though.
