If you're looking for best practice in terms of build and accessibility then take a look at some of the UK government sites as they have to meet very high standards for build.
Maybe they're not as nice as the ones above but it's a start.

All of the Scottish Government campaign websites must comply with basic standards, most are AA to AAA.

the 'old' www.ed.gov site was bangin'. AKQA did it and it was really, really nice. that got all fucked up though and some douche redesigned it now. sucks.
