Political Campaign Budget

I was called by a client that got a huge grip of money for a California political issue he's been passionate about for a while.
He called me to see if my firm would be interested in producing all the concept, design production,etc.
He asked me to send him in a basic budget, however, I don't know where to begin or how to charge the guy.
Here is what he said: The campaign is on four levels:
1) Print: Billboards/Sides of Buses/Posters/Newspapers & Magazines/Building Walls
2) Website
3) Television Commercial Ads
4) RadioWhats a budget range to create a couple different concepts and to visually develop those chosen concepts to then be physically produced?

+ $100k easily, plus all media buying.
i have actually done a lot of these, specifically California ones. budgets are healthy for sure.

also, i would advise against bidding on the spec work you do, then having to re-bid on the account. they should review now and go right into design of integrated campaign. best use of time and monies...
