and use of the 3D camset particulrs to hard ( instead of soft) and play around with differend lensblur effect combined wiith a light shine...

take an out of focus picture of some lights to get your aperture blown out of focus and super impose the in focus and out of focus images.

here's some light blurs for overlaying.

1. make a new layer, draw a circle on that layer.
2. set color (either by filling with bucket or a layer style (overlay)).
3. blur it up, select filters, gaussian blur (or motion blur, or both).
4. Sip coffee
5. Repeat
6. Throw all the circles in a folder, and set the blending mode to overlay (or experiment with color burn, multiply, etc).
7. Put image of boring movie underneath that folder in the layers window, so that it overlaps to create the effect.
8. Go back in folder and tweak colors and blurs if you need to.cheers

For a quicker result, with almost as much control, try what Tank says. You could get some shapes going with
AE and trapcode, then you could bring into Photoshop if needed.Cheers
