2 agencies working on different parts of the same clients campaign. Client buys a font family for use on this project; can the 2 agencies share the font round to use on the different bits, or do 2 copies need to be purchased?

Depends on the typeface's EULA (User license). Look at the license or README in the font's folder. Usually, the number of machines running the font dictates additional costs or not. This is not the case if the typeface is used for a company whose identity is large ot global- look up how much UPS had to settle up with FontShop for after abusing FF Dax's EULA. Nutso.
