I havent done any tv stuff in a few years... hmmm. dont use red text ever. It never works unless its massive. Factor in some time for getting the renders right for the online guys, sometimes they struggle to get things looking right and want interlaced and non interlaced versions.
*I have only worked in pal.

Action Safe is an area 90% of full frame on center
Title Safe is an area 80% of full frame on center

don't use pure white or you will give your viewing audience seizures.
a simple google search will unearth more info than you need.
if you are doing alot of broadcast design get a second monitor to test on.
There's also a filter in photoshop that will convert your colors to NTSC safe.

get a tv out and use a 13" tv or something to do real world testing on, in addition to the 2nd monitor (you'll need that for workspace)
