in photoshop, let's say i have 2 layers side by side. each is a piece of text
is it possible that if i enter in a certain amount of characters in the left layer, the right layer will move over accordingly?
i know this seems backwards (why not use one text area for both)...but it's for an application so that's not possible

automatically? no. not in photoshop.

How do you mean for an application? Last I knew pshop didn't produce code unless you counted its html output. If you're doing UI design it would have to be done in code. If you're doing web work you'd want to create css styles to accomplish this, both of which are done in the code.
But as you asked it qruise is correct. Its not possible to have dynamically aligned layers.

its a .NET application
it takes a photoshop file....alters the layer text based on the layer name and then ouptuts a PDF

I see, you'd probably want to find a way to have the .net code measure the size of the layer, pass a variable, then move the adjacent layer accordingly.
You might also want to explore the new MS Expression tools which are like photoshop and visual basic combined and are made to work with .Net and all that XAML stuff. Might not be your solution but just a possibility.

ima just throw this one out there. How about linking the layers?

linking the layers would only move both if both were explicitly moved with the move tool. A linked layer won't move if the size of the other layer changes.
