I have no idea what it means (bad thng) or if it means anything else other than some sort of geogrpahical semiotics.
However, I love the fact its not been churned out in illustrator and is obvioudly the mark of a human being.

A majority of corporate logo's give that illusion [coca cola - for example], but at least keep in a mind a potential wide-range of applications..
How does this even work in black and white or at small sizes? Do people even regard these things anymore?

Whats the point in design anyway? What makes one mark better than another, its application? OR the idea behind it? Or are all things equal and we have to live in a homgeonised fusion of 'applicable' creativity the death knell for any sort of innovation

being different or original isn't something to always strive for... most people find comfort in the recognition of something familiar... maybe in this case a sense of whimsy? But, this is a piece of commercial design so it does need to 'function', it's niet art...
