I'm a bit confused about creating proxies for AE, and perhaps you fine folks of NT can help me. So i'm animating these clouds in AE provided by an illustrator. It's a psd file that's about 14000 x 9000, and it's really slowing me down. Someone told me to use proxies but i'm a tad unsure of how to go about doing that. Do I just make the psd file a smaller res, but then how do I replace with the higher res if the resolutions are diff? Am i making any sense? Thanks.

That's what proxies are for.
AE will use a low-res version in place of the original. Think of it as a thumbnail if that helps. If you turn the proxy off (which happens by default when you render at Best) you'll have your original file back in the comp.
Unless you need that amazingly huge resolution though, you might want to re-size those bad-boys in Photoshop first. It'll save you a ton of time.

So if I have a 1000 x 1000 pixel image, I would make an identical image in 100 x 100 pixel size to set as proxy for the 1000 pixel image?
Wo'nt seem to let me do it.

Here's another thing to consider:
Effects will look and act differently at different dimensions. A glow won't seem as large if you upres, or a drop-shadow will seem tighter. You will have to go back and fix all of those when you bump it up for output.
