How would one go about making a page similar to this..http://www.asu.edu/index/i... where you click on a letter up top and it auto scrolls to that particular letter?

It's called anchors.
I do not know how to program, but if you are using dreamweaver, it's really easy to do.
I think it was, next to the word you want the link to go, you insert an anchor, then on the properties bar, just drag the anchor icon to that word on the page, and that's it.

Basically it's a link to a page, like any hyperlink, however, as opposed to going to a new page - it's an existing position on itself.
Source in v4's should speak for itself.
