how long would it take a person to learn photoshop to a decent standard where they have a clue what they are doing? i'm aiming at one tutorial a day, learning it rather than just copying action
3 months? 6 months? never?

Years man, years! Shit, I've been using it for 10 years and I still learn stuff every day. Best of luck, it's a beast, but worth every minute.

artists know their tools and look... you'll know when you know enough when you're getting what you want consistently...the software goes from touching up photos to photo realistic painting to _____ fill in the blank

It's like a language. You can get the basics in less than a few days, but there is continuous learning involved.

I learned over summer break, working nights a few days a week while back in college.
I'd say a solid 2 months if you're putting in a couple hours here and there every week.
Most of it is just how much drive you have to learn and master it.

I want to add that I don't believe in just "learning" something and then you "know it".
Like others said, learning should be a constant process that never really ends.
