Let me explain.
There is the phrase 40 years: this refers to 40 1 year periods. It is a plural.
There is the word experience. This word refers to the passing of time.
Therefore the phrase 40 years' experince is talking about the experience that has accrued of the 40 years. It therfore belongs to that time period (without the time, the experience wouldn't exist).
So it is 40 years' experience (option B)
as I said before it can't be years's because that is just to many Ss for an englishman like myself.

Nope. The apostophe is used where there are contractions in words, for example, Cannot = can't, do not = don't, etc.
