a little old lady in chinatown taught me this trick:
* blanch the tea first
put the strainer in your cup, pour over with boiling water (which softens, expands and rinses the tea leaves - reduces bitterness), quickly dump out the water and pour a full cup to steep.
problem solved.

I say use some fabric.
Fancy teabagstend to be made with a bit of a plastic-like mesh or silky fabric.
I imagine that should help.
