It is very possible that the Prez... having a large part to gain if oil prices were to rise... and a financial hay day... didn't see the problem with sacrificing those he feels are beneath him. I mean, god forbid he save those who couldn't even contribute to his financial campaign funds....

A City's / Parish's / State's inabilty to prepare for a disaster doesn't necessarily constitute an emergency on the part of the Federal Government, until all else fails. It failed, now the Government steps in.
